Tipoff: Garcetti down to the nitty-gritty on budget preps

As he readies his first budget, Mayor Eric Garcetti is relying on some old practices and borrowing from others on what should be included in the spending plan.

Aides to Garcetti, and the mayor himself, have been going around the city asking for input on priorities of different communities — something former mayors James Hahn and Antonio Villaraigosa used to sell various programs.

Deputy Mayor Rick Cole last week acknowledged they are also using a tactic advanced by former Controller Wendy Greuel in implementing performance-based budgeting: Have departments budget for specific goals rather than merely continue spending.

Cole said it will take several years to implement before any real impact is seen.
