Mayor Garcetti Announces DWP Commission Appointments

Mayor Eric Garcetti today announced his appointments to the Board of Water and Power Commissioners.

“I was elected with a mandate to reform the Department of Water and Power, and that’s what I am going to do,” said Mayor Garcetti. “These accomplished Angelenos will help me shake up the status quo at the DWP so we can save money for ratepayers.”

The Department of Water and Power is the nation’s largest municipal owned utility. The Board of Water and Power Commissioners establishes policy for the Department. Commissioners are appointed by the Mayor and approved by the City Council.

Jill Banks Barad

Jill Banks Barad owns Jill Barad & Associates, a public relations, government, and community affairs firm. She serves on the Sherman Oaks Chamber of Commerce, the Sherman Oaks Neighborhood Council, the Valley Alliance of Neighborhood Councils, and the Valley Industry and Commerce Association. Previously, Barad has chaired Mayor Tom Bradley's Advisory Committee on Education and served on the Citizens Advisory Committee on Student Integration.

Michael Fleming

Michael Fleming is Executive Director of the David Bohnett Foundation. He also teaches undergraduate humanities and graduate level public policy courses at UCLA. Fleming began his career as a producer at WGBH-TV, the Boston PBS station and is Chair of the Board of Directors of the KCRW Foundation. He has served on the White House Council for Community Solutions, the Los Angeles Convention Center Board of Directors, and as President of the East Los Angeles Area Planning Commission.

William Funderburk

William Funderburk is a partner at the law firm of Castellon & Funderburk, handling government initiated and private party enforcement litigation and regulatory compliance. He has served on the National Phase II Storm Water Advisory Board, the California Environmental Liability Insurance Task Force and the Environmental Justice Legal Task Force, and the Los Angeles Environmental Crimes Sentencing Task Force. Funderburk has also served on the boards of the EnvironMentors Project, Wildlife on Wheels, and the Greater Wilshire Neighborhood Council.

Mel Levine


Mel Levine served as a member of the United States Congress from 1983 until 1993 and as a member of the California Assembly from 1977 to 1982. He was a partner at the law firm of Gibson, Dunn & Crutcher from 1993 - 2012 and continues as an Of Counsel to the firm. He chairs the Advisory Board of the Center on Public Diplomacy at USC’s Annenberg School, is a member of the Advisory Board of the Goldman School of Public Policy at UC Berkeley, and has served as Board Chair of the Los Angeles Police Foundation.

Christina Noonan

Christina Noonan is a Senior Vice President at Jones Lang LaSalle, a financial and professional services firm specializing in commercial real estate services and investment management. Noonan was appointment to the Los Angeles Board of Water and Power Commissioners in 2010 by Mayor Antonio Villaraigosa. Previously, she served on the Los Angeles Convention Center Board as its President.
